This course aims at supporting policy makers and urban practitioners to better respond to the challenge of slums. The course focuses on the conceptual and operational aspects of designing, implementing and sustaining a slum upgrading intervention, while underscoring the main policy and programmatic approaches at city level for scaling up upgrading and better planning for future growth. Specifically, at the end of the course, participants will be able to:

  • Understand urban slums, their underlying social, economic, and spatial characteristic, how they emerge and consolidate, and their impacts to local communities and the city as a whole;
  • Analyze evolution of policy approaches to addressing urban slums under different contexts, what worked, what did not work, and why; and
  • Review and apply key operational principles and instruments for designing an upgrading intervention, including planning, finance, infrastructure, land tenure, housing, social inclusion, and sustainability.

upgrading urban informal settlements takes a lot of challenges in terms of its legal impediments in squatting the land without any formal agreements. one of the challenges that most of countries experiencing isnon the legalization and resettlement of these informal settlements. my experience and immersion on initiatives for these groups had been frustrating and draining. one can only feel success of this initiative when the affected support and show their transformation.

Sustainable slum upgrading would require an all rounded and specific upgrade of the different aspects (social, economic, environmental, political, organisational) that characterize the realities of a given slum. Quite often, slum upgrading has been misconstrued and conceptualized to only focus on the instantaneous improvements on the easily identifiable and sensually accessible built environmental attributes within the slums. This leaves out the other attributes related to the economic situation of the residents, their social and political status in relation to the other urban population. Not surprising, this focus on only overhauling built environment hasn't been any sustainable; has proved to be quite expensive and has missed the target group.
