All over the world, fragility and conflict are intensifying already acute development challenges. Basic service provision can support stabilization and conflict-mitigation by strengthening civic engagement, rebuilding public trust in institutions, and reducing grievances between groups over services. Output-based aid (OBA) is a form of results-based financing, and OBA approaches are supporting access to basic services in several fragile and conflict-affected situations. This paper looks at how local conditions affect project implementation, and how elements of project design can maximize the impact of OBA.
