Between 1996 and 2008, Mozambique’s economy has grown at an average of eight percent annually, among the highest growth rates in all of Africa.1 As a result, more than three million people were lifted out of poverty over the same period. Mozambique made substantial progress in achieving some milestones towards the Millennium Development Goals (MDGs).2, 3 Yet, three-quarters of the population subsists on less than US $1.25 per day.
