Increasing electricity access in rural Mali is crucial for economic development and reconstruction following the country’s recent period of conflict and instability. Output-based aid (OBA) is a form of results-based financing that uses subsidies to enable delivery of basic services. In Mali, an OBA project is supporting the development of mini-grids for 12,000 poor households in remote, off-grid areas. This note discusses the project’s innovative design and lessons learned so far.
