Alex will present the case of United States charter schools and the regulatory environment in different states. Norman will present the case of the Philippines, Education Service Contracts and extension of the education system to senior high schools using school vouchers. Discussion will focus on the lessons learned from phase one of the ESC and the implementation of large scale secondary expansion.

Role play exercise:
The facilitator will introduce a scenario for a country. Participants will be asked to present their position on whether the PPP should proceed to a detailed design phase based on the stakeholder group they represent: Teachers Unions, Private Schools Association, World Bank TTL, Private School Unit within the Ministry of Education. A spokesperson from each stakeholder group will then state their position to the panel of the Minister of Finance, Minister of Education and Head of the Prime Ministers Delivery Unit.

Implications for future work
Participants will be asked to stand up and find someone they have not spoken to during the course. For 3 minutes the first person shares lessons learned/their take away thoughts from the course and then they switch. After one-on-one discussion, participants will discuss as a group how the lessons learned from the course may change future policy dialogue and project design in their respective client countries.
