The ‘last mile’ approach for urban power

At least two million people live in informal settlements in Nairobi, many of whom rely on poor quality, unsafe electricity from illegal connections. After years of struggling with this problem, Kenya Power and Light Corporation is using a community-based approach, and the support of a multi-faceted partnership with the World Bank, to oversee a major scale-up of electricity connections in poor settlements. Output-based aid (OBA) subsidies are provided for each new legal connection, allowing Kenya Power to connect users at a much lower rate than before – making legal power less expensive than illegal lines.
